PROPOSALS TO THE SOUTHERN AFRICAN WATER NETWORK

Catalysing Industry-Government Partnerships for Water Resource Development in Southern Africa through Innovative projects

Various innovative projects are required to enable the government to catalyze Industry-Government partnerships for Water Resource Development in Southern Africa.

The primary objective of the project is the delivery of three bankable projects in concept for consideration by the network considering the economic feasibility, institutional framework. The secondary objectives are to develop and accelerate communication between public and private sectors. Additionally, a key component will be to lay the foundation for future awareness of potential synergies.

"Currently, the government is faced by several challenges that exceed its capacity to develop further. Also, the government needs to form true partnerships for it to tap in to the potential of the domestic capital markets and the capacity of the private sector", said Thabani Myeza, Sector Head of the NEPAD Business Foundation Water Sector. The World Economic Forum and the NEPAD Business Foundation wishes to play a catalytic role in establishing such a partnership trough the water network created.”

The planned results for this project will be to establish a framework for the initiation and funding of demonstrative projects, enhance co-operation within the network, establishing models for cooperation and creating early awareness of the potential symbiotic benefits of co-operation.

There are several generic constraints that have led to its poor development. These include the capacity constraints, planning, lack of champions, staff turnover, different perspectives and regulation versus implementation.

"The criteria of the project will be to ideally combat pollution. The project must be technically efficient and feasible. It also needs to be implementable in the short- to medium-term"; added Myeza. "Some of the long term solutions are; Including PP projects in the water sector in governments; capacity building programs, creating forums where opportunities can be discussed and developed, creating win/win environments and reconciling the profit and social motives."

It is recommended that the network endorses the criteria used and that cognizance be taken of the long lead times in water projects. Approval for the four projects is also required. These four projects are Hartebeespoort, Premine water, Burgersfort and Project Grow.
